I am having a similar issue, and also when I enable the plugin, photoshop's interface changes as though it was opening a file, but no file has been opened. Nothing copied to clipboard as far as I can tell. When I uncheck "use Graphics card" I can open a file whithout the error, but cannot close the program without using Task Mgr. The next time PS is run the "use Graphics card" is checked not by me and the error is back. Preferences are not updated and saved when unchecking the graphics card selection. I am also following the instructions for the diagnostics plug-in, installed it successfully, and checked the box to copy to clipboard, but nothing is being copied to the clipboard after I recreate the "Could not complete your request because of a program error.

One suggestion from engineering would be to disable the background save function in Photoshop. Thanks for the suggestion. This did not solve the issue for me. Same issue as everyone here. All GPU acceleration needs to be disabled in order to avoid error.
I have Nvidia Studio drivers. With 2 different GPUs. I also have tried everything on the troubleshooting page, including turning off Generator, and unchecking "Use Graphics Processor" I have noticed that I am able to open some files, pngs and tiny jpgs, but even small jpgs x are throwing the error.
